FLUID GSS: When User Logs In With Language Other Than English, Promote Employee Transaction Causes Application to Crash (Doc ID 2181361.1)

Symptoms

The promotion page under Manager Dashboard is timing out when logged in with Portuguese.  This does not occur in the base language, but when using other languages the following occurs:

(Originally reported as happening with Portuguese, and has been since found with other languages and components).

The issue can be reproduced  with the following steps:

1. Access the Application as a Manager
2. Change Language to Portuguese at Login Screen
3. Navigate to Manager Self Service > Job & Person Information > Promote Employee
4. Select Direct Report
5. Answer Questionnaire
6. Click Next (Proximo)
7. Log-in Screen Reappears with message "An Error has Occurred."

Trace Exception:  ERROR : CRTPanel::DeserializeRCCtxFolder : nTmpFolderlabelLen = 32
