EGL: Allocations and Budget Copy returned invalid values error when selecting a value of Date Code returned from a lookup search (Doc ID 2181564.1)

Symptoms

On 9.2 Define Allocation Step

Issue
==============
Allocations and Budget Copy returned invalid values error when selecting a value of Date Code returned from a lookup search.

Error
==============
Invalid DATE_CODE value ALL specified in the Pool Fields. (5060,60)

Step
==============
1. Navigate to Allocations > Define and Perform Allocations > Define Allocation Step
2. In the pool tab, add Field Name Date Code and select All 0 from the look up.
3. In the Target tab, do the same thing
4. Save the allocation step => The above error message was returned.

Expected Behavior
================
The existing code should be able to enter without an error.

Actual Behavior
================
Error occurred even if entering valid code.

Business Impacts
================
Due to this issue, user cannot create allocation steps.
