Error after applying patch 21472399 to Oracle SES 11.2.2.2.0

Problem Description

Installed Oracle SES 11.2.2.2.0 on a Windows 2012 R2 machine. Installing everything database and middle tier following these instructions: http://docs.oracle.com/cd/E35215_01/install.11222/e35069/toc.htm#BABFHAAC . After the install, everything worked correctly. After a reboot of the server and restarting SES, everything still worked correctly.

Then installed patch 21472399 - Oracle Secure Enterprise Search Bundle Patch 11.2.2.2.6 (BP6). After installing this patch, SES still worked correctly. However, after rebooting the server and then restarting SES, get a 404 error on login.
