Accounting entries creation error

There is an issue while the requisitions are sourced and the cost accounting process is run to create accounting entries. The issue happens when the requisition distribution lines does not have a chartfield3 (Area) and the inventory item group- distribution type is set up in the cost accounting rules. All the entered chartfields from the requisition distribution are carried over to the accounting entries as it should. But when the Chartfield3 is blank in the req distribution and the same has a value in the Cost Accounting rules the value from the Cost Acc rule is put in the accounting entries. This results in a wrong combination of chartifelds (the area does not belong to the Operating Unit and Deptid combo in the req distribution). In our case this is happening for the transaction group 30 and the debit lines which should carry the chartfields from the req distribution.
This issue happens consistently.
