Incorrect HRA EXEMPTION For Employees With Retro Efftve Rent Change

HRA Exemption is not getting calculated for employees with retro effective RENT Declaration change.

HRA Exemption should get calculated for employees with retro effective RENT Declaration change.

The issue can be reproduced at will with the following steps:
1. Hire an employee and declare the rent as 14500 effective 01st April.
2. Run the payroll for the month of April, May, June, July, August, September, October, November and December.
3. Approve and verified the rent as 0.
4. Run the Payroll for the month of January, there should be no HRA Exemption, which is getting calculated properly.
5. Change the approve amount to 14500 in the investment declaration effective 01st April and add a new row effective 01stOct with Approved amount as 0.
6. Run the payroll for the month February and March.

The issue has the following business impact:
Due to this issue, users cannot correct HRA EXEM calculated.
