ETL 9.1: Timesheet is not routed to proxy if submission of timesheet is done pre-delegation (Doc ID 2187457.1)

Goal

What steps should be reviewed to ensure that timesheets automatically retrigger to the current authority for approvals?

Currently, after a delegation request is submitted, if accepted AFTER the timesheet has been submitted for approval, the timesheet stays with the previous/original approver, until we run a manual restart of the specific timesheet.
This is completed on the Monitor Approvals page, where we locate the specific timesheet and click Restart on the same Admin page.
Only then will it be accessible to the Proxy for review & approval. Until then, it doesn't even appear in their view.
If the delegation is accepted BEFORE the timesheet is submitted, the access to the timesheet works smoothly.

Replication Steps/Expected Workflow:
1) Employee A submits timesheet normally for approval.
2) Employee A's Supervisor A is absent, create a Delegation Request to Supervisor B.
3) Supervisor B accepts delegation (Employee A timesheet should be waiting, but isn't there for us right now.)
