Adding or Deleting a Value From a Generic Template Results in Template Variables Not Getting Resolved On the Emails Generated

When a new Template variable is added or an existing template variable is deleted from a Generic Template and the the Template is Saved, then the order of the template variables gets distorted leading to unresolved variables in the emails generated.One such issue observed was Requisition Approval Mails have missing BU info and URL link
Sample Requisition Mail which got Triggered:-
"A requisition line has been entered which requires your attention.
Business Unit: %2
Requisition ID: 0000526142
Requisition Name: Test

Steps To Reproduce the Issue:
The issue can be reproduced at will with the following steps:
1. Create a Requisition
2. Submit for Approval
3. Notice the Mail Triggered
