How to Hire an Applicant after the Application Has Been Set to 'Ready to Hire' and Then to 'Withdraw from Hire' (Doc ID 2188492.1)

Under certain circumstances, an applicant can be processed to "Ready to Hire" state, then withdrawn from Hire.  Once that happens, the same application cannot be associated to the Job Opening again.  What can be done so that the applicant can be hired for the original job opening once they have been withdrawn from hire?

Prior to PUM 13, recruiters could use Edit Application Details to add an applicant to a job opening, even if the applicant already had an application for that job in withdrawn status. PUM 13 included a fix for <Bug 20599036>, which introduced an error message to prevent user from entering the same job opening more than once for an applicant. Now, duplicate jobs are not allowed to add through Edit Application Details. After applying the fix, the recruiter gets message "Applicant is already associated with the selected Job Opening (18178,843)." If they choose OK, the message goes away, but the record cannot be saved with the duplicate Job Opening.
