Delivered Conversion Application Engine Program UPG_AUC populating the SUP_OB_REG_ID column with a decimal number (ex: 0000001.00) (Doc ID 2188989.1)

Symptoms

When upgrading FSCM from 9.0 to 9.2 there is an issue with UPG_AUC application engine conversion program. While converting the data in the tables (PS_SUP_OB_REG_DEF and PS_AUC_BIDDER_HDR) for SUP_OB_REG_ID column, the ID is populating with a decimal number (ex: 0000001.00). The issue seems to be in the application engine program action UPG_AUC.AUCC10.Step01.PeopleCode where the program is getting the max(SUP_OB_REG_ID) from PS_SUP_OB_REG_DEF. The table PS_SUP_OB_REG_DEF is introduced after 9.0 and new to 9.2 and doesn't have any data initially and hence the first ID is being derived as 0000001.00 instead of 0000000001.

Steps to reproduce the issue:
1. When upgrading from release 9/0 to 9.2. and using UPG_AUC app. engine conversion program.
2. While converting the data in the tables for SUP_OB_REG_ID column, the ID is populating with a decimal number (ex: 0000001.00) instead of 0000000001.
