E-PIA : Peoplesoft TRace file French Characters Look garbled (Doc ID 2192545.1)

Symptoms

 When opening an Application engine Log file through Process monitor while using the Fench language , the french characters are not displayed correctly. After investigation, the browser are configured to Auto Detect by default for the encoding. But when it opens the above file, it switches to WINDOWS-1252 encoding instead of UTF-8, thus displaying funny character.
