System not allowing user to cancel lines on an ePro Requisition Even If User Is Having Update Access

Information in this document applies to any platform.
System is requiring a user to have Full Authority for All Requesters to enable line level cancellation on an ePro Req.
When user does not have "Full Authority for All Requesters" checked (on Requisitions Authorizations page) the red X appears but is not an active link. Users are not unable to cancel lines as needed.
User should be able to cancel at the line level for any user listed under the "Requesters User Authorization" section without the "Full Auth for All Requesters" checked on the User Profiles page.
Steps to reproduce the issue:
1. Navigate to user preferences
2. For any Requester – Uncheck - full authority for all requesters.
3. Create a epro requisition with two lines
4. Approve and budget check
5. Try canceling one of the Req line
6. You are not able to Cancel the lines
