Award Details Page: Total Award Amount Not Updating After Awarding and subsequent Rejection of certain Event Lines (Doc ID 2195270.1)

Steps to Reproduce the Issue:
1. Create and Post Event with four lines
2. Bid on Event
3. Award Event per Line
4. Go to Award Event
5. Go back to Analyze Event, and amend lines (2 & 3) to “Not Awarded”
6. Go to Award Event
Observed Total Award amount was not updated on Award Details page

Actual Result:
Total Award amount not reflecting the actual total amount of awarded events
If the event lines were previously set to "Awarded" then updated to "Reject", it's amounts were still being added into the Total Award Amount.
