GP ESP: Calculation of Court Orders (SMI) not Correct When Extra Period Prorated (Doc ID 2195361.1)

Symptoms

ACTUAL BEHAVIOR
---------------
In case of employee having all extra periods prorated we do need to computed different SMI for the first range and for the following ones (Considering 2015 values)
For the first range (0% to be discount) SMI should be 756,70
The following ranges should be calculated using SMI = 648,60

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add court order for an employee having all extra periods prorated
2. Run payroll calculation
3. Check the results.
