SOB: After Selecting a Category the Cursor Jumps Back Up to the Top of the Page (Doc ID 2197397.1)

During Supplier/Bidder Registration-Categorization Selection, when a user selects a Category that is lower in the Tree, the cursor jumps back up to the top requiring the user to scroll back down to continue the Search. This can be cumbersome if you have 100+ Item Categories to choose from.

The cursor should not be moving after the User has selected a Category. 

The issue can be reproduced at will with the following steps:
1. Set the Supplier Template Request with a Category tree that is large - with many rows.
2. During Supplier Registration, on the Categorizations page, scroll to the middle of the list.
3. Select a Category
4. Notice the cursor is taken to the top of the page and the User needs to scroll down again to select more.

The issue has the following business impact:
Due to this issue, users cannot work efficiently.
