When adding a new Text Catalog Value with "HWCS" as Object Owner Identifier, "ECM" as a Sub ID and with a Text ID the following error is displayed:
Invalid parameter 1 for function CreateRecord. (2,116) HR_TEXT_CATALOG.TextCatalogUI.OnExecute Name:PopulateKeyAttributeArrays PCPC:2343 Statement:48

The specified parameter is not correct for the function. It may be the wrong type of parameter (string, number, record.field, etc) or an invalid value in this context.
Review the program for errors. If necessary, run a PeopleCode trace to determine the program that failed. Alternatively, for functions defined within PeopleCode, check the function declaration to verify that they are correct.
The issue can be reproduced at will with the following steps:
1. Navigation Main Menu > Set Up HCM > Common Definitions > Text Catalog and Notepad > Maintain Text Catalog
2. Select Add New Value, and enter 'HWCS' as Object Owner Identifier, 'ECM' as a Sub ID and 'FUNDED_INCREASE' as Text ID
3. Click Add and notice the above error is displayed
