EEX 9.2: CONUS/OCONUS File Upload Fails With Error 'INVALID DATE. (180,112)' (Doc ID 2198127.1)

Symptoms

The Users are unable to load the CONUS/OCONUS file into the system, to generate the Government Amounts per Location.

Steps
Setup-
1. Ensure Service Operations CONUS_LOAD and OCONUS_LOAD are active, have a running queue and an active handler and routing.
2. Configure Inbound Fine Rule using navigation Enterprise Components > Integration Definitions > Inbound File Rule for CONUS and OCONUS upload and provide source file names.
3. Ensure CONUS and OCONUS source files are placed at the location given in the rule.

Replication-
1. Run Inbound File Publish Utility using Enterprise Components > Integration Definitions > Initiate Processes > Inbound File Publish for the CONUS and OCONUS rules created in setup step2 for CONUS and OCONUS rules.

Actual Behavior
Both the process go to Success-Posted with Subscription Messages CONUS_LOAD and OCONUS_LOAD in Error-
CONUS Error-
Invalid date. (180,112) CONUS_LOAD.CONUSLoad.OnExecute Name:OnNotify PCPC:1207 Statement:24
Attempt to call abstract method/property OnError of object class PS_PT:Integration:INotificationHandler. (180,845)

OCONUS Error-
Invalid date. (180,112) OCONUS_LOAD.OCONUSLoad.OnExecute Name:OnNotify PCPC:1007 Statement:22
Attempt to call abstract method/property OnError of object class PS_PT:Integration:INotificationHandler. (180,845)

Expected Behavior
The CONUS_LOAD/OCONUS_LOAD process should be able to handle all dates contained within the flat files provided by the US Government.
