Item Unavailable message given when Category is not found
Steps to Reproduce the Issue:
1. Enter an eProcurement Requisition.
2. When entering the category field, don't use the prompt, type in a non-existent category.
3. Click on the add to cart button.
4. Notice the Item Unavailable message instead of a Category Unavailable message.
