After Configuring Smart Hire Template, Paygroup Default Value is Overwritten

After a Smart HR, HIRE action template has been configured to set a default pay group that is different from the company default pay group, the configured value does not carry through to Job Data. When trying to process the template, the company table default pay group instead overrides the assigned template value. If the company table default pay group is removed, then the pay group from the template shows up as blank.
The configured default pay group value in a template should override the company default pay group.
The issue can be reproduced at will with the following steps:
1. Configure a Smart HR template
2. Process the template and hire transactions
3. In Workforce Administration > Job Information > Job Data, the Pay group default value for the hired employee comes from the company table instead of the template value
