NID_EXPIRY_DATE is not getting synced across instances

Symptoms

When updating/adding the National Identifier for a person, a PERSON_BASIC_SYNC message is sent to sync the new ID up to other instances. However, the expiration date field, NID_EXPIRY_DATE is not being synced.
