E-AWE: Can Alternate ID set on My System Profile, or User Profile Workflow Tab, Use Different User IDs Based on Application Transaction Access?

Using Approval Framework (AWE) for approvals for various modules, Timesheet, Expenses, Vouchers approval etc. With the use of "Alternate User Id" option via My System Profile, or User Profile, Workflow tab. When using "Alternate User Id" option, the application routes all new Approvals to the same User. This may not be appropriate, as the Approver for Timesheet, may not have access to also approve for Vouchers, for example. The same User is not always appropriate for all modules that use AWE for approvals.
How can this be addressed?
