Include in notifications field in Event Attachment is always set to "Y" (Doc ID 2200273.1)

 “Include in notifications” field in Event Attachment is always set to "Y"
As per checking, the record behind the “Include in notifications” field in Event Attachments page is defaulted to "Y". This means that the field is always ticked.

When the default was removed, the field doesn't get copied from the event template. The expectation of our users is that the field should be dependent on either the "Event Template" or previous "Rounds/Version".

Steps to reproduce the issue:

1. Create Event
2. Attach Document
- “Include in notifications” is automatically ticked.
3. Un-Tick the field.
4. Post and Approve. Save the event as template.
5. Create new Event
6. Copy from Event Template created
7. Open attached documents and notice that the “Include in notifications” is ticked.
