New Hire/rehire Of Previous Terminated Employee Is Not Define As New Employee In CPF Report

New hire/rehire of previous terminated employee is not define as New Employee in CPF Reporting Data
Previous terminated employee holds two employee record with record 0 as 'GP' Payroll system while record 1 is with 'OT' payroll system. Employee has been rehired on record 0 with 'GP' as payroll system with rehired date update in employment data.
After payroll is processed in the particular month and finalized, Create CPF Reporting Data SGP processes to input current month CPF data into PS_GPSG_CPF_RPTG. But the new hire / rehire employee is not categorized as New Employee. This is wrong that system does not assign the new hire / rehire employee as New Employee.
Employee with multiple records who has been rehired should be defined as 'New' employee in CPF reporting data.
The issue can be reproduced at will with the following steps:
1. Terminate the two EMPL_RCDs(0,1) for the employee
2. Rehire EMPL_RCD 0 and calculate payroll for the month
3. Finalize Payroll and run the CPF report for the same month
4. Observe the GPSG_NEW_EMPLOYEE for the employee, it is blank
