GP Core - Segmentation And Proration Do Not Process Correctly When A TRC Is Mapped To An Earning

Symptoms
A BASE x PERCENT calculation should segment and prorate - providing the segmentation Triggers have been setup.
This does not work correctly is a TRC is mapped to the Earning.
BASE x PERCENT Earning will segment and prorate (providing segmentation triggers/definitions are setup)
If user wants to send back costs (via T&L) to Project Costing, this can only be done by mapping a TRC to the Earning and including the TRC in Run Type TRC list.
However, (despite there being NO UNIT included in the Earning Calculation), the presence of T&L units messes with the proration process.
- If there are units present - i.e. Send costs to Payroll ("SP" rows on PS_TL_PAYABLE_TIME) then the PRORATION formula on the Earning is ignored
-- This can be accounted for by including the proration in a Formula used in calculating BASE
- If NO units are sent from T&L then ALL the segments are processed
- If SOME units are sent from T&L then ONLY the segments that those time units fall into will be processed.
Replication steps

Create an Earning with BASE x PERCENT (no mention of Units) and it will prorate/segment.
Add a TRC to the Run Type and map it to the Earning and you will see the results above when you process time.
