An Invalid SQLExec error error is encountered on Job Data when trying to delete a row of Job Data with an effective sequence of 1 and a contract associated on Job Information.

Invalid SQLExec update for this type of PeopleCode program. (2,146) FUNCLIB_HR.CONTRACT_NUM.FieldFormula Name:Scroll_Upd_BegDt_Contract PCPC:8619 Statement:131
Called from:JOB.EFFDT.RowDelete Statement:70

SQLExec commands with UPDATE, INSERT, or DELETE statements are only allowed in SavePreChange, SavePostChange, and Workflow type PeopleCode programs.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Add new rows of job data for an employee with two contract numbers associated.
2. Two of the rows are on the same effective date, one having effective sequence of 1.
3. Try to delete the effective sequence 1 row and click yes to update Begin Date of Contract 0002.
4. Error is encountered.
