E-IB: Web Service Wizard Auto-Generated Message Name Sometimes References Two Service Operations (Doc ID 2201834.1)

Issue Statement:
Customer exposed a custom CI (Component Interface) as a web service. 

After providing the web service he navigated to Main Menu > PeopleTools > Integration Broker > Integration Setup > Service Operations, opened the service operation in question, and clicked on View Message for the Request message. Clicking on "Service Operation References" from the Request Message page revealed two service operations listed.

Actual Behavior
One or more of the message names is referenced in an existing service operation.

Expected Behavior
The message names must be unique, and must not be referenced in any existing service operation.

Steps To Reproduce:

1. Create a CI from ADDITIONAL_PAY or another component, and expose it as a web service.
2. Go through both web service wizards (CI Web Services and Provide Web Service).
3. Notice that one or more of the messages reference a second service operation message that already exists.
