E-MCF: Error Connecting To Mail Server

On : 8.55 version, Multi-Channel Framework (MCF)

ERMS - Error connecting to mail server

Cannot connect to mail server. (162,1560)

The issue can be reproduced at will with the following steps:
1. Start NT service of PIA.

2. Login to Peopletools>MultiChannel Framework>Email>Sample Program 

3. Get mail count to see the error

4. Shut down NT service

5. Run StartPIA.cmd

6. Repeat step 2-3 and it is successful.

The issue has the following business impact:
Due to this issue, ERMS stops working.
