Company Directory Search Does Not Return All Employees

Symptoms
Company Directory Search does not show all the results, even when the Employees are present in the Org Chart.
The issue can be reproduced at will with the following steps:
1. On Fluid Homepage, click on Company Directory tile
2. Search for an Employee and note No search results were returned
3. Go to the Org Chart Viewer and note the employee is displayed
