Asset financial transactions 'copy changes to all books' issue  

While using Asset Cost Adjust/Transfers functionality online, there is an issue regarding copy changes to all books. This just copies the current transaction row to other books irrespective of the fact that the books have not been in sync for prior transactions.  

The issue can be reproduced at will with the following steps:
a) create or use an assets which has 2 books -- say gaap and fed, department xxx.
b) Only in gaap book do a dept transfer from xxx to yyy
c) Run the required programs to complete the transaction (depr calc etc)
d) Go back to Asset Cost Adjust page online
e) Say copy changes to all books and perform an adjustment -- change gaap cost by an amount, apply and save
f) The change is applied to fed book too but the new row created is with dept yyy. Asset was never transferred to dept yyy in the fed book
