Symptoms

Completions/Scrap Update COBOL SFPDCDRV failing with SQL error after upgrading to PeopleTools 8.54.

The issue can be reproduced at will with the following steps:
1. After upgrading to PeopleTools 8.54
2. Run Completions/Scrap Update COBOL SFPDCDRV
3. You will notice that the process fails with error.
