Cash Balance Accounts Page For Cash Balance Parameter Is Greyed Out for Program Generated Method

Symptoms
Navigate to breadcrumb ‘Set Up HRMS > Product Related > Pension > Components > Cash Balance Accounts’.
When the Program Generated Method is selected on the Cash Balance 3 of 3 Component definition page, the Above Threshold field is grayed out, but it should be open for parameter configuration.
STEPS

The issue can be reproduced at will with the following steps:
There are 3 pages on the component:
1. PA_CSHBAL_ACCT_C1
2. PA_CSHBAL_ACCT_C2
3. PA_CSHBAL_ACCT_C3
Add a new object (we called it ‘ISSUE’ below) along with values in the required fields on the first page (PA_CSHBAL_ACCT_C1).
On the second page (PA_CSHBAL_ACCT_C2) make sure to select the ‘Step Rate’ radio button.
On the third page (PA_CSHBAL_ACCT_C3) make sure to select the ‘Program Generated Lookup’ method from the prompt. Notice that the ‘Above Threshold’ field is NOT editable.
