Symptoms

ACTUAL BEHAVIOR
---------------

When using 'Add Tile' to the NavBar it won't work for Payroll Workcenter  It goes through the process but does not add.

EXPECTED BEHAVIOR
-----------------------
The workcenter should add as a favorite.

STEPS TO REPLICATE
-----------------------
1. Log in as PS/PS
2. Click on Navigator link
3. Click to edit settings
4. Add a Tile
5. Find a Workcenter page to add to the Navbar
6. The Workcenter link shows in the list
7. Click 'Done'
8. The Workcenter page/tile does not show in the Navbar
