Get PSAFFIRM Failed Error After Applying CS 9.2 Image 3 When Using Personal Information (Student) > Add/Update A Person Functionality (Doc ID 2209274.1)

Symptoms

Add/Update a Person functionality is no longer working after applying Campus Solutions 9.2 PUM Image 3. 

ERROR
=======
eOxWvXflh1tKlw - PS (0) PSAFFIRM(lLen <= nFixedLen) failed at /vob/peopletools/src/psbufapi/fldbuf.cpp, line 846. Processing will abort.

STEPS
======
The issue can be reproduced at will with the following steps:

1. Navigate to Campus Community > Personal Information (Student) > Add/Update a Person.
2. From the Search Criteria page, select the Add New Value tab.
3. Once on the Add/Update Person page with ID value reflecting 'New', click on the Add button.
4. The screen goes white.
5. User is forced to log in again if they try to go back.

OTHER CONDITIONS
================
Running the Refresh Cache process for the HCM Service Framework by navigating to Set Up Common Objects > System Administration > HCM Registry > Service Registry returns the following error:

PSAFFIRM(lLen <= nFixedLen) failed at /vob/peopletools/src/psbufapi/fldbuf.cpp, line 846. Processing will abort.
Buffer deserialization error for field HMCR_ELEMENT_NAME - type=CHAR(0) lLen=2097153 nFixedLen=31
The APP log has the PSAFFIRM

Running the Entity Property Sync process and wiping the entity cache by navigating to Set Up SACR > System Administration > Entity > Entity Property Sync returns the following error:

Buffer deserialization error for field SCC_STATUS - type=CHAR(0) lLen=2097153 nFixedLen=2
