E-IB: Unable to Set Or Change Content-Type Header For REST Service Message

After the tools upgrade from 8.54 to 8.55, charset encoding value set in content-type header changed from [text/xml; encoding=utf-8] to [text/xml; charset="UTF-8"] in REST synchronous message call from PS to a 3rd party REST web service. This cause 3rd party messages processing failure due to the extra double quotation mark wrapping the "UTF-8" value.
