E-IB: Retry Count for Asynchronous Message Errors

How to configure retry count as well as how often a retry should occur for email server for which it will try sending an email.
Say if we have an integration broker message which tries to send an email. If the email server is down, the message attempts to send n number of times and then gives up however it retries too quickly and therefore it tries for only say 30 seconds and then gives up. This should be configurable so that for example we can configure it to try every 30 seconds for 10 times. This means that the Email server can go down and up again and so long as it comes up again in 5 minutes it will still send the message.
