Goal

 If a Standard Journal Entry (SJE) is manually deleted via General Ledger > Journals > Journal Entry > Create/Update Journal Entries, then the SJE cannot be re-created by running Create SJE Request (General Ledger > Journals > Standard Journals > Create Standard Journals).
