RTV Not Associated With A PO Voucher Build Process Did Not Create Quick Voucher (Doc ID 2213815.1)

RTV not associated with a PO is not staging a QV credit  
What would prevent a credit voucher from being created in the quick voucher table for RTV's that are not associated with a PO?

EXPECTED BEHAVIOR

credit voucher should be created in the quick voucher table for RTV's that are not associated with a PO also.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Created RTV for item to be shipped back to vendor that is not associated with a PO.  This is to
generate a credit.

2.Create Express Issue to ship the RTV item out of inventory to the vendor.

3.Click Deplete On Hand Qty link

4.Run the Reconcile RTVs process for RTV to close the RTV and make it a candidate for the
voucher build process
