Time Reports that only contain Policy Hours, (such as personal time off, vacation, bench time, public holiday, jury duty, or sickness), once submitted for approval, workflow sets them directly into Approved status. While no Project Hours are being booked, this is not justification for not having any kind of approval.

To gather more information concerning this scenario and its related problem, refer to the available Replication Steps Word Document here linked containing the complete configuration and the replication steps necessary to reproduce the issue.
Time Reports with only Policy Hours are approved directly just after being submitted, bypassing any potential approvals.
If no Project Hours are booked in the Time Report, and only Policy Hours are present, once the transaction have been submitted for approval, the expectation is that workflow will not detect any approver, and route the Time Report to the HR Supervisor of the Employee owner of the transaction.
