SFPDCDRV Compl/Scrap Update Marks Transaction As Complete When It Should Error Because 0 Qty On-Hand (Doc ID 2216760.1)

Completion / Scrap Update (SFPDCDRV)  process for BCT is marking transactions as "Complete" status when it should be an "Error" status.  In addition to it marking the transaction complete, it does noting in Inventory / Manufacturing (i.e., no transaction history).  The reason it should error out is because there is no inventory to issue / consume when don't allow negative is turned on.

The issue can be reproduced at will with the following steps:

1. Make sure the Allow Negative inventory is checked off.
2. Make sure the component has 0 quantity on hand
3. Define BOM
4. Create PID
5. Issue material thru BCT 2301
6. Run Batch Completions process SFPDCDRV
The process run to success even though the QOH is 0.
