Symptoms
If adding a P6 row with the same EFFDT (higher EFFSEQ) as an earlier P45 row, Previous Pay and Tax figures are not carried forward to the new row correctly.
Replication steps

1. Add P45 Tax Details for EMPLID KG0001 as shown below
2. Add a new row with Notification Source P6, same EFFDT and EFFSEQ 1
3. Delete the row added in step 2, add a new P6 row with EFFDT 02/05/2016
