Multiple Level Push Back

Whenever an employee requests for an Absence, the request flows for 3-4 levels of approval. But when the final level approvals push back the request and all the levels below them as well push backs the leave, the approval gets terminated when the it reaches the first level of approver.

Workflow should not get terminated, instead the leave request should be pushed back to the first level approver

The issue can be reproduced at will with the following steps:
1. Login as employee and raise a leave request which has 3 levels approval
2. First two approvers approve the leave request and the request is pushed back from third level approver
3. Now the leave is pushed to second level approver, now the 2nd level approver pushes back leave, the workflow gets terminated.
