Error When Click On Pushback Button on Fluid Approvals Page

Symptoms
When a requisition approver tries to do Pushback they get an error when click on Pushback button. This issue occurs on new Fluid screen for approvals in both the desktop and mobile version of the Approvals page.
Steps to reproduce the issue:
1.Create Requisition
2.Save and Submit for approval
3.Log in as Approver1 and approve the transaction
4.Log in as Approver2 and click on Pushback under more option on Fluid Approvals page.
Error -
"Pushback is disabled for this approver.(18081, 1020) EOAW_APPROVAL_MM_FL.awCore.approval.handler.OnExecute Name:doPushback PCPC:46168 Statement689
