WORKFORCE_SYNC Integration Issue with PER_ORG_ASGN From HCM To ELM

Symptoms
Transformation of workforce_sync from HCM to ELM is not correct in HCM 9.2 under certain data scenarios. This occurs even after the changes made from 9.2.17 Bug 22757859.
One example:
If a change to job component does not involve a change to the PER_ORG_ASGN record (reports_to, location, deptid change), the AUDIT_ACTN on the record LM_STG_PRS_ATT in the transformed WORKFORCE_SYNC message to ELM is not populated. When AUDIT_ACTN on the record LM_STG_PRS_ATT is blank or spaces, the code in LM_LD_WKFC.PRELOAD.SET_PI.OnExecute does not pull the data and the corresponding PS_LM_PERSON_ATTRB row is not inserted. Code in application package, HCR_PUBLICATION_RULES, class TransformWorkforce, Method, addPerOrgAsgnNodeLM needs to be modified to handle the situation when no changes occur to the PER_ORG_ASGN record by changes occur to the JOB record as LM_PERSON_ATTRB is a combination of data from these 2 tables.
