Cannot Change Effective Date when Submitting a MSS Transaction for a Matrix Team Member (Doc ID 2219741.1)

Symptoms

When a Matrix owner initiates a transaction, for example: Promotion or Transfer, for a Matrix team member they are unable to change the transaction date, only the current date can be used. However, if the employee is a Direct Report, then the transaction date can be changed.


The issue can be reproduced at will with the following steps:
1. From Org Chart Viewer, locate employee in Matrix Team
2. Click the Related Actions drop down, and go to Job and Personal Information > Promote Employee
3. Note that the transaction date cannot be changed as the following type of message is displayed "(Employee selected) does not report to (Matrix Owner) as of (Date selected)".
