Wrong PER_ORG Assignment While Creating A New Assignment In Component HOME_HOST_DATA (Doc ID 2219987.1)

Goal

Issue : Component HOME_HOST_DATA displays confusing Org Instance data

Eg: EMPLID = KAN001 has 2 rows in JOB in DEMO 9.2 :

EMPL_RCD PER_ORG Employee Status
0 'CWR', Inactive
1 'EMP' Active (added this to DEMO data for the issue)

When we add a new assignment for an employee in the component HOME_HOST_DATA the empl_rcd for new rows populates as 2, BUT the PER_ORG is being defaulted to CWR (the first org instance of the person) instead it should have being defaulted to the value present in the latest row of JOB i.e. 'EMP'.

The Add host assignment page does not have this problem and shows the Organizational instance clearly and allows the user to add the host assignment for the active instances. The same functionality is not there on the HOME_HOST_DATA component. It creates the additional assignment for the CWR (1st org instance) relationship by default , which is incorrect.
