Activity Guide Batch Assign Tasks Process Does Not Create Instances When an Item ID has Context Data (Doc ID 2220212.1)

Symptoms

The activity guide batch Assign Tasks process is not creating instances when one of the item IDs has context data assigned.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 Create an activity guide with a context defined for the HESA pages by navigating to Campus Community > Task Management Work Center > Activity Guide > Manage Templates.
2. Run the Assign Task process by going to Campus Community > Task Management Work Center > Assign Tasks.
3. Go to Manage Instances to verify that instances have been created.
