No Express Issues Can Be Created Anymore After Creating Express Issue With Order ID = NEXT (Doc ID 2220804.1)

Symptoms

After creating an Express Issue with Order ID = NEXT, no Express Issues can be created anymore.

Steps to Reproduce the Issue:

1. Create Express Issue.
2. In Header, insert a trailing blank after NEXT in the Order field.
3. Add item. Save.
4. Query shows Order was created in PS_IN_DEMAND with order_no of "NEXT".
5. Try to create a new Express Issue.
6. Error is thrown:
