Clause Protection Not Enforced When Entire Clause is Deleted (Doc ID 2221246.1)

Symptoms

Issue:Ability to Delete Entire Protected Clause Without Getting Check In Error

Steps to Reproduce the Issue:
When a protected clause is completely deleted, no check in error is generated as expected.
1.Validate that the Enforce clause protection during check in flag is set on the installation options.
2.Update settings on existing clause.
•Insert new effective dated row
•Set the Protect in Document flag
3.Create new document using configurator that contains the updated clause.
4.Check out the new document.
5.Click in the protected clause to view the content outline in Word.
6.Click the content anchor to highlight the entire protected clause.
7.Click the Delete button on the keyboard.
8.The entire clause is deleted.
9.Save the document.
10.Check in the document.
11.Expect a check in error since protected clause was deleted. No check in error generated, document is checked in successfully.

Actual Result:
When an entire protected clause is deleted from a document, a check in error is not generated and the document checks in successfully which it should not.
