Unable to Enter PBI Admit Term Data Into Academic Plan Table (Doc ID 2221448.1)

The following is a UK Localisation function.

When setting up a new Academic Plan, if a user chooses to enter a program for the new plan, the career is greyed out. As a result, a user cannot enter PBI admit term data.

Academic Career is blank, resulting in "No matching values were found."

The issue can be reproduced at will with the following steps:
1. Go to Set Up SACR > Foundation Tables > Academic Structure > Academic Program Table. Add new academic program.
2. Add a new plan for new program by navigating to Academic Structure > Academic Plan Table.
3. On PBI Data tab, select Admit Term prompt.
