Performance Document Status - EP_REVIEW_STATUS Translate Field Value Populated Wrongly Without EFFDT Logic

When adding new translate values to 'EP_REVIEW_STATUS' with a later Effdt, the old translate value is still displayed in the Performance Document wrongly.
The current occurrence in Translate value table should be used for display.
The issue can be reproduced at will with the following steps:
1. Adding a new row to Translate values ( Peoplesoft Developer -> Utilities ->Admin -> Translate Values)
a. Search By Field Name: EP_REVIEW_STATUS
b. Add Row (+) with the new effdt
2. Employee Self Service -> Performance -> My Current Documents -> Create Document
Create a document with a period range that would use the new translate value.
3. Document Status still shows old value instead of the new status that was defined with a later effdt.
