ELM 9.2: Users Cannot Approve a Program Registration Approval Request Using Email Approval Link in Outlook (Doc ID 2222130.1)

After approving the Program Registration action through Approve/Deny link in Email (HTML Approval), the Program Registration status is not updated to Approved.

Steps to Replicate Issue:

1. Manager or Administrator receives a Program Registration email for approval and {click} the Approve link in Email. which sends an email to Learner.

2. Log in as the Learner

3. Navigate to  Main Menu>Self Service>Learning>My Learning, notice Learning not approved.
